Council adopts 5% citywide building-fee increase, submits rates for state review

The City Council approved a routine update to the building-fee schedule intended to align permit fees with neighboring jurisdictions and cover plan-review and inspection costs. Staff told the council the overall increase in the proposed fee schedule is about 5 percent and that the city tries to keep some residential mechanical and electrical minimums lower than neighboring Gresham.
Staff also noted two typographical errors in the draft fee table that were corrected: one inspection fee that should have changed from $1.75 to $1.84 and a water-supply replacement fee corrected from $36 to $38. The approved resolution directs staff to submit the new schedule to the state building codes division for a 45-day review, after which the city will hold a public hearing and adopt an ordinance; staff said they are targeting rates to be effective July 1 in coordination with Gresham—s timeline.
"The overall increase was about 5%," the staff presenter said during the update. Councilor Smith moved to approve Resolution 4-2026, and the motion passed on a voice vote. Staff said the submission to the building codes division will follow and that the ordinance is expected on the June meeting agenda.
