City staff cited call-volume growth from 4,319 total calls in 1992 (about 3,877 of them EMS) to 21,806 calls in 2024, and said that gap is part of why the cities are considering whether a new district or other structure could improve local response times. The presentation emphasized the current session was early-stage outreach and that any ballot measure or district creation would go to voters before taking effect.
