Councilmember Sean Pappz presented the proposal and explained the parcel has substantial woods buffering adjacent homes and that the developer and town committed to additional high‑intensity buffering after APC review. Staff clarified that the conditional rezone is separate from the annexation ordinance and that zoning will be reflected in the later annexation documents.
Council voted in favor of the conditional zoning after questions about buffering and procedural timing were answered. Staff will proceed with the annexation ordinance separately and the zoning classification will be incorporated there.
