Commissioners adopt new Small/Local/Veteran Business Enterprise procurement policy

The policy creates mandatory supplier registration, a validated directory for local and veteran designations, and vendor-rotation procedures to give priority consideration to qualifying businesses on informal and cooperative purchases.
"We will publish and maintain a directory on the county website for internal and external access," Watson said, explaining validation steps and proposed nonbinding participation objectives that initially target 30% small business, 50% local business and 5% veteran-owned business participation. Purchasing Agent Greg Galloway (speaker 17) described threshold mechanics and how local-preference provisions will be applied consistent with Texas Local Government Code. Commissioners voted to adopt the policy and form the advisory committee at the meeting.
