Commissioners approve HUD allocations, reprogramming and support Habitat's homebuilding plan

Robert Reyna of the county's Economic and Community Development Department (speaker 21) presented staff's preliminary selections for CDBG, HOME and ESG funding for program year 2026'27 and explained a $300,309.01 reprogramming of underutilized administrative funds to a Precinct 4 public works infrastructure project. Reyna walked the court through recommended infrastructure and public-service awards and identified set-asides for administration.
Michael Taylor, president and CEO of Habitat for Humanity of San Antonio (speaker 22), asked the court to fund acquisition and public-infrastructure support that will enable the nonprofit to develop 47 single-family homes within walking distance of neighborhood schools. "Bexar County contributed $2,000,000 in SLPF and ARPA funds for the acquisition of land and installation of utilities for this 23-home neighborhood," Taylor said, underscoring prior county support and asking for continued assistance. After discussion, Commissioner Clay Flores moved approval of the combined B-1 and B-2 items; the court voted to approve the recommendations on the record.
