Council authorizes interlocal agreement for $15 million in flood-control support

Bellaire’s city council unanimously authorized an interlocal agreement with the Harris County Flood Control District on March 2 that formalizes county bond funds and provides credit toward regional stormwater detention.
Beth Jones (S9), who presented the item, said the ILA would formalize a $15,000,000 contribution from Harris County and provide "8.1 acre-feet" of detention credit tied to the South Basin project. "As we went through the funding process, we had always talked about Harris County Flood Control being one of our partners... they had $15,000,000 in their bond referendum that could potentially go towards this," Jones said.
Council members asked whether the county would be expected to accept operations and maintenance (O&M) responsibility for facilities; Jones and staff said the ILA was intended to secure the money and volume credit now and that O&M arrangements would be negotiated in a later agreement. Councilmember Gordon (S8) praised staff for moving quickly to secure partnership funds. The council voted to approve the ILA unanimously.
What this means: The ILA gives the city an upfront funding contribution and detention-volume credit that the city can use in regional drainage planning. Staff and the county will return to the council with any O&M proposals and final contract language for future approvals.
