Council considers options after survey finds private encroachments on town right‑of‑way

Council discussion on Oct. 14 focused on a recently completed survey of the SE quadrant that showed a number of private improvements and encroachments on Town right‑of‑way. Councilmember Tom Stowe asked that the strip along SE 30th (which overlaps WABA property) be included in the next survey so property boundaries are clear to residents.
Mayor Aletha Howes expressed concern about private fences located on Town property and outlined three possible approaches: take no action; send letters notifying owners that the Town may request removal in the future; or enter into encroachment agreements and record them against properties (the Town’s standard approach when owners request a ROW permit for private improvements such as driveway aprons). The Council agreed to post the survey to the Town website and include a notice in the newsletter so villagers can review the mapped encroachments.
