CRA advisory committee told road infrastructure design is near completion; construction funding not yet secured

Staff told the advisory committee the CRA‑area road infrastructure project (sidewalks, street lights, banners and a turn lane) is in design — with about 90% of the roundabout design complete — but construction funding has not been secured and staff will pursue grant opportunities.
Janie Brown, planning manager and CRA coordinator, updated the advisory committee on a TIF‑funded road infrastructure project that includes sidewalks along County Road 46, new light posts and banners every 100 feet, and a proposed turn lane on 437 South.
"The project is currently in the design phase with, approximately, 90 percent of the design completed," Brown said. She told the committee that because construction funding has not been secured, staff is finishing design and engineering so it can compete for grants and be ready to move to bid and construction when funding is available.
Committee members voiced concern about sequencing and whether building sidewalks and lighting before utilities and other infrastructure would create problems; staff said design and bid documents will clarify costs and the CRA board will decide how to prioritize remaining projects once a construction cost estimate is available. No vote was taken on additional spending at the meeting.
