Lone Star PACE presents CPACE annual report; $86M in financing highlighted for 2025

Ryan McCormick, representing Lone Star PACE, presented the 2025 Property Assessed Clean Energy (CPACE) annual report and described the program's statewide activity and potential use in Decatur.
McCormick said: "over $86,000,000 of CPACE financing on about, dollars 300,000,000 worth of projects" in 2025 and noted the program has facilitated almost $500,000,000 into projects since 2020. He described eligible project types — commercial real estate, multifamily, hospitality, and industrial — and emphasized that CPACE uses private capital and does not cost Decatur dollars unless a developer chooses to use the tool.
Council asked how CPACE might be used locally; staff said the city previously explored a multifamily transaction that did not proceed, and that CPACE remains an optional financing tool available to developers.
