County issues stop‑work order at golf‑course subdivision after 4‑inch storm; St. Johns water management district involved

Lake County Public Works told the Mount Plymouth–Sorrento CRA advisory committee that an intense rain event caused significant runoff and erosion at an active subdivision in the former golf course area, prompting immediate county enforcement.
"It's about a 4 inch rain event in 40 minutes with heavy winds," Seth Lynch said, describing the storm that washed sand and silt into adjacent properties and left visible damage. Lynch said county staff issued a stop‑work order on the developer until erosion controls (silt fences) are restored, swales are reestablished and other site‑work items are corrected. He said the county also involved the St. Johns water management district to inspect the site and assist enforcement.
Residents and committee members raised concerns about whether the developer or the county will be responsible for restoring swales and grading in front of private lots. Lynch said the county is enforcing state and county rules, has put the developer on notice and is coordinating inspections and consolidated permitting to improve enforcement. Multiple neighbors thanked staff for responding over the weekend and for subsequent visits.
No formal penalties or fines were announced at the meeting; staff said they would continue inspections and required remediation until the site meets state and county standards.
