Planning commission recommends rezoning 1707 South Hatcher to allow duplex

The Planning & Zoning Commission voted April 7 to recommend approval of a rezoning request for 1707 South Hatcher Street that would change the property from single-family (SF2) zoning to 2F to permit a duplex. Lisa Hannon, planning director, read the staff report into the record and said Development Services recommends approval.
"This is a zoning change request for the property at 1707 South Hatcher Street," Hannon said, adding that the parcel is "a little under 0.5 an acre" and that the city sold the property to a private bidder in November 2025. Hannon said 14 property owners within 200 feet were notified by USPS and that the site was posted per statutory requirements; staff reported receiving no formal responses by the time the agenda was published.
An applicant representing the owner, Connie Weaver, spoke in favor of constructing and maintaining a duplex on the lot. "We intend to build it and maintain it to families who need a place to live," Weaver said, describing regular maintenance practices and a preference for materials compatible with the neighborhood. Commissioners asked staff technical questions about whether the listed acreage included an alley and about the actual buildable footprint; Hannon clarified the alley is an ingress/egress area that is not a platted alley and that the buildable area is smaller than the total acreage shown on the survey.
The commission moved to recommend approval of the rezoning (ZC260002); the Chair recorded the motion as coming from Commissioner Shelby Hicks with a second from Commissioner Eileen Cross and called the question, after which the motion carried. The recommendation will be forwarded to city council for final action.
