City selects HDR for West Yellowstone pedestrian design work; contract not-to-exceed $180,006.18

Staff presented a WYDOT Transportation Alternatives Program grant award providing $250,000 to fund sidewalk improvements on the south side of West Yellowstone Avenue and adjacent corridors. Philip Bowman said the city pursued a phased approach; the first phase is preliminary design and right-of-way research and HDR was the number-one ranked firm. Bowman said the proposed not-to-exceed fee for the first phase is $180,006.18 and that environmental clearances will also be part of the work.
Councilmember Lane asked whether ranking was based solely on price; Bowman explained the city used a qualifications-based selection process where firms submit statements of qualifications and the selection is based on qualifications (experience, staff, project fit), not price. Council moved and approved the HDR contract.
