EDC elects Frances as vice president, makes recommendation on property after executive session
Summary
The council completed officer nominations for 2026–2028 (Frances elected vice president) and, after a closed executive session on real property, the EDC voted to recommend council action on a property matter before adjourning.
During the meeting’s opening business the council nominated and voted for officers for the 2026–2028 term. After nominations and seconds, the board approved Frances as vice president by voice vote. The initial president nominations proceeded earlier in the meeting and a motion for Scott Ferry was considered as part of officer selection.
Later the council went into a closed executive session authorized by the Texas Open Meetings Act (Section 551.072) to discuss prospective real property negotiations. On returning to open session at 7:22 p.m., the EDC moved that it recommend to the city council regarding a presumed property subject; the motion was seconded and passed with recorded ayes and one abstention. The meeting then moved to adjournment.
