Airport director explains AIP entitlements loan to Sheridan; council approves transfer

Airport spokesperson Aaron Buck told the council the Airport Improvement Program (AIP) entitlements are intended for large infrastructure projects. “This is for your infrastructure, like runways, taxiways, ramps, terminal buildings, all all those kinds of, giant projects,” Buck said, explaining that Cody is lending unused 2025 and 2026 entitlements to Sheridan so Sheridan can lend them back when Cody needs the funds for larger projects in 2027–28.
Councilmember Shreve asked whether the city would be asked to provide funding that could be used for construction; Buck replied that AIP dollars are highly restricted to AIP-eligible projects and cannot be used for operational expenses such as charging for parking. “If we do it with AIP dollars, we can't charge people to park there,” Buck said, adding the airport board has not yet decided whether to charge for parking. After the discussion, Councilmember Shreve moved to approve the entitlements transfer, a motion that passed with the council's voice vote.
