Owner of Chem Fabrication outlines $6 million expansion, says on‑site lab and neutralization planned

At the March 29 Planning & Zoning Commission meeting, Greg Blanchard, who identified himself as the owner of Chem Fabrication, described plans to modernize and expand the company's Clute operations and said he has secured financing for near‑term work.
"We're spending over there just just on this project, dollars 6,000,000 or so just in this phase of it," Blanchard said, listing near‑term automation, additional fabrication space and adding a cleaning facility. He said the company works for large industrial customers and expects to keep work in Clute rather than sending it out of county.
Blanchard said the firm has engaged engineering consultants and a compliance chemist who will run the site; he described an on‑site lab and a process to review Safety Data Sheets (SDS) and test materials before accepting them. He told the commission the company has permitting in progress with environmental agencies and that certain materials will be restricted by permit conditions.
Commissioners asked whether the facility would accept fully contaminated vessels and how stormwater/outfall and retention would be handled. Blanchard said intake decisions would be made based on SDS reviews, that the firm would have containment and neutralization capabilities (he cited neutralization of H2S and ammonia) and that emergency response information would be available to the fire department.
Blanchard's statements about neutralization and on‑site testing describe proposed controls; the commission did not independently verify those claims at the meeting and forwarded only the replat request to council for a public hearing.
