Council accepts FY2025 audit; auditors report clean opinion

The Clute City Council voted to accept the city’s annual financial report for the fiscal year ending Sept. 30, 2025, adopting Resolution No. 14-2026 by unanimous voice vote.
Wade Whitlow, audit partner with K and Lehi, told the council the firm issued an unmodified (clean) opinion on the financial statements and did not identify any deficiencies in internal control that required reporting. "We are issuing an unmodified opinion," Whitlow said, adding the report includes required communications to the mayor and council and that no significant audit matters were encountered. Whitlow noted the city’s unassigned general fund balance was about $3,600,000—roughly three months of current-year general fund expenditures—and explained that some nonspendable reserves and pending FEMA reimbursements affect the presentation.
The acceptance formalizes the audit’s findings and places the FY2025 report in the public record. Council members moved and seconded the resolution as presented; the chair called for a voice vote and the motion passed. The council also authorized staff to note the audit in city records and to proceed with routine follow-ups described in the auditors’ letter.
