Cleburne approves $12.7 million Lakeshore Park contract, council includes key water-based amenities

The Cleburne City Council approved a contract with JB and Co., LLC for the Lakeshore Park construction and voted to include alternate bids for a reconfigured boat launch, expanded southern parking and small pavilions. Parks staff said the base bid and alternates together bring the construction total to about $12.7 million, and with contingency the recommended project budget is roughly $14.6 million.
Parks director Dobson described the plan as a park with multiple water-based features — boat launches, a swim beach, boardwalks and fishing piers — and recommended including alternate bids 1–3. He told council that bidding produced a base bid of $9.6 million, alternate 1 at $1.8 million, alternate 2 at $1.0 million and alternate 3 at $100,000, and that staff was requesting a contingency equal to 15 percent of the construction cost. "This is our opportunity to move forward," Dobson said, urging the council to approve the alternates so the park can be built as envisioned.
On funding, staff said available sources include roughly $9.7 million previously allocated to the Lakeshore project, approximately $3.9 million that could be transferred from Buddy Stewart Park funds, and about $2.0 million in bond interest, yielding about $15.7 million total capacity for the project. Council emphasized careful stewardship of any remaining bond interest before reallocating funds to other projects. The motion to proceed with the contract and alternates was approved unanimously.
