Yachats planners brief council-bound wetland map, start of transportation plan and Habitat for Humanity update

Planning staff told the commission that representatives from the Department of State Lands (DSL) and Pacific Habitat Services will brief city council the next day on the updated local wetland inventory; staff said the presentation aims to finalize mapping prior to adoption and that the consultants will present public-facing materials when the map is ready.
Staff also reported a kickoff meeting with ODOT for a Transportation System Plan using a TGM (Transportation Growth Management) grant. Possible TSP elements include East Hillside trail restoration, sidewalk extensions and a pilot trolley to connect off‑site parking with downtown during peak tourist seasons. Staff noted completing a TSP opens eligibility for transportation-related grants the city otherwise cannot access.
Separately, commissioners received a brief update that Habitat for Humanity will be building two homes in Waldport and that outreach will be needed to identify eligible applicants; staff said they will share application timing once available.
No council actions were taken at this meeting; staff urged commissioners to tune in to the council briefing on the wetland inventory and expected further public outreach once maps and recommendations are finalized.
