Council hears first reading of indoor kennel permit at 400 W Whitestone after neighbors raise noise and sewage concerns

Development Services staff described the proposed special-use permit to allow a 4,000 square-foot indoor kennel on a little-over-2-acre site at 400 West Whitestone. Planner Amy Lang told council the request conforms to code criteria and that Planning and Zoning recommended approval 6–0; the ordinance is on first reading and will return for further consideration.
Applicant Jeffrey Baker said the facility will be indoor-only, will not walk dogs outside, will use epoxy flooring and drains, employ daily waste removal, and has plans for soundproofing and separation by temperament. A nearby resident objected, citing late notice and potential nighttime noise and sewage risk; council asked staff to outline enforcement remedies, remedies in the code for nuisances, and asked applicant and staff to follow up with neighbors before the next council hearing.
