"I want the City Council to approve a requirement that the cola rate be determined... by rounding the prior fiscal year... core DFW inflation rate up to the nearest percentage point," he said, adding that merit adjustments should remain the city manager's discretion.
To evaluate the proposal's effects, Weatherford asked staff to present workforce performance measures for FY 2024–25 (overall and voluntary turnover rates by department) and side‑by‑side M&O and debt data comparing Forney with nearby cities. He said that information would allow council to assess competitiveness and the budgetary impact of any change.
