Rothenberger said the authority would be limited to the period between May 1 and July 31 and that staff would retain the right to require an applicant to come before the council "if we feel that it is not meeting the spirit of what the authority you're granting us." Council Member Bonham moved to approve the measure and Council Member Paddell seconded; the motion carried. The ordinance was described in the transcript as "24 50"; the council record will reflect the formal ordinance number and effective date in the official minutes.
