Council moves forward on Avery Road sidewalk connections and accepts low bid

Council considered both the easement ordinance needed to acquire property interests and the resolution accepting the lowest bid for the Avery Road Sidewalk Connections project.
Brian Gable described the project as constructing approximately 1,000 feet of sidewalk along the east side of Avery Road to provide continuous pedestrian facilities and improve safety and connectivity. "This project will construct approximately 1,000 feet of sidewalk along the east side of Avery Road, providing a continuous sidewalk along that side of the roadway, improving the mobility network connectivity and safety," Gable said.
Gable noted the project also includes sanitary sewer extension (utility extension area 14b) and that one property owner (Gavin and Jennifer Derryberry) elected to donate the required easement. Funding appears in the 2026–2030 capital improvements program; the engineer's estimate is $260,000 and the lowest responsive bid was $256,264.97 from J & J Schlegel. Staff recommended adoption of the easement ordinance (2nd reading scheduled for 04/27/2026) and acceptance of the low bid for construction; council approved the resolution accepting the bid by roll call.
Next steps: staff will proceed with contract execution and construction is expected to begin in May with completion targeted for October.
