Council accepts $9.8 million low bid for Northern Historic Dublin infrastructure improvements

City staff recommended that council accept the lowest and best bid for the Northern Historic Dublin Infrastructure Improvements project and proceed to construction.
Jeannie Willis summarized the project scope — about 2,100 feet of roadway reconstruction plus pedestrian facilities, brick sidewalks, granite curbs, ADA ramps, storm sewer work, street lighting and landscaping — and reviewed budget and bid results. "Complete General Construction submitted the lowest and best bid of $9,802,387.56," Willis said, noting the low bid is roughly 14 percent higher than the $8.6 million engineer's estimate.
Staff explained reasons for the variance (site proximity to bedrock, constrained project area, high quality of materials and fuel-cost uncertainty) and described financing: debt of $11.7 million was issued in September 2025 to support construction, right-of-way and utility relocation phases; staff retained a conservative construction budget of $9.7 million plus an $800,000 utility contingency. Based on current projections and available funds, staff does not anticipate the need for additional appropriations.
Council asked about timetable and Willis said substantial completion is scheduled for November 2027. After brief discussion council approved Resolution 17-26 by roll call.
Next steps: staff will proceed with contract award and construction scheduling per the adopted bid acceptance.
