Commissioners press staff on trail phasing, school connections and operations

Commissioner Garvin asked whether phases beyond the initial West segment hinge on the John Shields Parkway extension and related infrastructure; JM Rayburn replied that the 2026–2031 Capital Improvement Plan identifies culvert work under SR-33 as a key early project but that staff expect to pursue some West-side work while coordinating with park and development partners.
Commissioners also raised safety and connectivity concerns. One commissioner asked whether the plan accounts for school routes and whether the city has engaged Dublin City Schools; Rayburn said staff have a pedestrian and bicycle school-safety action plan and are holding a workshop next Thursday with Dublin and Hilliard City Schools to identify sidewalk gaps and safety priorities. On operations, Rayburn noted the recent council approval of a micro-mobility code (second reading approved; effect in about 30 days) and said design elements—a 16-foot shared-use path with a 6-foot sidewalk—are intended to help separate different travel speeds and device types. Staff said further operational coordination with Parks & Recreation and Public Service will be needed.
