Jeanne Willis explained two substantive changes: moving exception language into a single section for clarity and reinstating a helmet requirement for riders under 16.
Patricia Kovacs, who leads bicycle tours through the area, testified in support and thanked staff for incorporating suggestions. Council members asked detailed enforcement and rollout questions; staff said lights are required under Section 75.05 and described an "education‑first" approach that will use school resource officers and materials (a micro‑mobility one‑pager, web tools and videos) once the 30‑day period ends.
"They are required to be on the devices per our code," Jeanne Willis said when asked whether lighting is mandated. "We will start rolling out all of these materials" once adoption becomes effective.
