Staff warns FEMA floodway layer limits development on several parcels

Midway through the meeting, city planner Travis enabled the FEMA floodway map layer and emphasized its practical consequences for the zoning rewrite. "This red area is what's called the FEMA defined floodway. New developments and substantial improvements are not permitted in the floodway," Travis said, warning that if structures are damaged more than 50% they cannot be rebuilt.
Commissioners responded that the floodway layer materially limits redevelopment potential for multiple parcels and agreed to keep that layer in mind when finalizing map designations; several lots near the bayou and drainage corridors will remain constrained and may remain undeveloped if in the floodway.
