A board member moved that the district adopt term limits consistent with the City of Dickinson City Council. Legal counsel advised the board that capping service at three total terms (an original term plus two successive terms) would align with the Local Government Code and avoid the inconsistency that a two-term cap could create under state law. "If we do it as if the board adopts a term limit of 3 total, then you have 1 original term, 2 successive terms, and that would be in compliance with state law," counsel said.
The motion was amended to direct staff to prepare a proposed bylaw amendment reflecting the recommended language and to present it at a future meeting for formal adoption. The board voted in favor of directing staff to draft the amendment.
