The Dickinson City Council approved an amendment to the master fee schedule to adopt revised emergency medical services (EMS) fees and directed staff to file the change with the Texas Department of Insurance (TDI).
Chief Robbins explained that a TDI rule change limits fee increases to either 10% per year or the Medicare adjustment, whichever is less, and that for 2026 the Medicare adjustment equates to 2 percent. Robbins said that, for example, an ALS level‑2 call would increase by $34 under the proposed schedule. He told council the TDI portal opened February 5 and that the filing must be entered by March 23, 2026, which provided the primary timetable for council action.
Council voted on the amendment after brief budget impact questions; Robbins acknowledged he had not completed a full budget impact analysis for each call type but said staff would follow up as needed. The council approved the fee update by voice vote.
