On the motion to approve the attached materials-testing and related items, one item passed with a 5–1 vote (one nay recorded); other items tied to the project were pulled for follow-up in light of procurement vetting questions. City staff said the preconstruction schedule will proceed and that a short delay on materials testing would not prevent project start but could require the city to re-engage bidders if approvals lapse. Council directed staff to return with vetting results and policy options.
