Jamie Stewart (planning staff) told the board the DWTS MSBU—adopted in 2023—covers annual operation and installation costs for residents who opt into the program; staff noted the current annual amount of $700.19 and a contractor‑allowed 3% increase. Commissioner (speaker 1) questioned whether residents, including disabled veterans on grant programs, fully understand the program and warned nonpayment could lead to tax liens and potential loss of property; staff confirmed unpaid MSBU portions can lead to tax certificate sale and eventual tax deed proceedings.
After considering the contract duration, consumer education requirements and possible hardship exemptions, the board voted to advertise and set the public hearing. One commissioner voted against proceeding now; the motion carried 3–1. Commissioners asked staff to address education and hardship protections at the public hearing and to provide clearer outreach for participants who may be vulnerable to tax outcomes.
The hearing will allow public testimony and a final decision on the MSBU rates and program adjustments. Staff told the board the current contract remains in place and the hearing is to consider the rate schedule and code changes necessary to continue the program.
