Council OKs $216,901 master-plan update to guide water distribution projects

The DeSoto City Council approved a professional services agreement with Garver LLC to update the city's water distribution system master plan, authorizing $197,183 in consultant fees and establishing a total project budget of $216,901.30 including a 10% contingency.
Public utilities staff explained the 2021 master plan contained 27 recommendations for projects across a 25-year horizon and that one of the earlier projects—the Hampton Road Pump Station—was completed in 2024. Staff said the update will review completed projects, remove recommendations that are no longer necessary, and update probable construction costs to 2026 values. "As it has been 5 years since the recent update, staff is recommending that our consultant take a relook at our current plan to account for projects that have been completed or may no longer be necessary," the presenter said. The council approved the authorization unanimously.
Funding for the update was included in the 2025 bond sale (staff noted $300,000 was allocated for the effort), and staff said the current contract comes in under their projection.
