Del Valle ISD reports modest special education growth, readies for TEA tiered funding change

Executive Director Nicole Roberts presented the special education end-of-year review and told the board the department saw "a very slight increase" in MAP Growth for students receiving special education services while flagging documentation and system challenges ahead.
Roberts outlined the department’s priorities: strengthening specially designed instruction, comprehensive professional learning, and maintaining compliance with state and federal accountability (Results-Driven Accountability and State Performance Plan indicators). She said some students take the STAAR Alt 2 (an alternative assessment) and those scores are not always included in MAP Growth comparisons, which complicates trend analysis.
Roberts described TEA’s new tiered funding model: five domains (curriculum/instruction, behavior, communication, independent functioning and personal care), scored 0–3, combined with service-group scores to determine funding tiers. She said the district is in a 'hold harmless' year while it transitions and that the new SPEDS submission has a July 30 timeline.
Trustees asked about benchmarks, how MAP and alternative assessments align, how many students take the STAAR Alt 2 (Roberts said Del Valle is approximately 2–2.4% of the population per grade band, above the 1% federal target and that the district submits waivers), and what supports are required to scale transition services (SPP 13). Trustees then voted to approve the presentation update as submitted.
