Planning staff said existing small area plan language asks that structured parking be ‘generally hidden from view’ and that staff will update the RFP addendum to borrow that language and add practical guidance — for example that loading, trash and mechanical areas should be oriented or screened away from neighboring homes wherever possible — without prescribing fixed numeric offsets that staff said they could not yet justify without seeing proposals.
Councilmember Snyder and others asked that the RFP addendum be specific enough to protect neighbors yet flexible enough to allow design creativity and feasibility studies during the evaluation process. Staff said it will issue a second RFP addendum with corrected shadow exhibits and with updated answers to procurement questions this week.
