The committee will include representatives from the Economic Development Authority, Planning Commission, Housing Commission, three staff members, the city manager's office, and the council's designee.
Councilmember Connolly was appointed as the council representative. A motion to add two neighborhood representatives (one Winter Hill homeowners association member and one Virginia Village resident) failed on a 1–6 vote amid procurement and conflict‑of‑interest concerns: several council members said allowing adjacent property owners voting roles on an evaluation panel created potential conflicts, while supporters argued that neighborhood voices would add balance at a key stage.
The council voted to adopt resolution TR26‑26 establishing the committee; the measure passed 6–1 with Councilmember Snyder casting the lone no vote on the final resolution. Staff said the committee is advisory and that final selection authority rests with council. The evaluation process will proceed under purchasing rules with interviews and follow‑up questions during the RFP evaluation period.
Councilmembers emphasized that community input remains important during evaluation and negotiation stages, and staff said community concerns raised in public comment would be incorporated into RFP questions and addenda.
