Falls Church council adopts South Washington plan change, inserts shadow‑avoidance sentence

The addition followed extensive public comment from neighborhood residents who said recent staff revisions had increased allowable heights near Winter Hill and relied on a shadow study that contained errors. After discussion, the council approved the insertion that a council member moved into the record: “Taller buildings should avoid casting shadows onto existing homes and park areas when possible,” which staff read onto the record and council adopted as an amendment.
Planning director Wyatt Matusic and staff said the small area plan is intentionally general and that very specific dimensional controls and technical standards belong in zoning and design guidelines; staff also acknowledged an earlier graphic production error in the shadow materials and committed to corrected exhibits. Matusic said staff stands behind the substantive analysis but acknowledged the need for clearer presentation of changes and promised additional modeling if new scenarios emerge during the RFP process.
Supporters of the motion said restoring the language would help protect Winter Hill residents and Big Chimneys Park from unanticipated shadow impacts. Bernadette Baruch, a Winter Hill resident, told the council: “This is not transparency, and it is not good public policy,” when describing last‑minute changes that she said undercut previously stated community goals.
The council voted to adopt TR26‑23 with the added sentence (roll call recorded as unanimous). Councilmembers and staff said the decision does not finalize technical zoning limits — further zoning text amendments and RFP evaluations will follow ahead of final actions later in the year.
The next procedural step is second reading and final consideration on the schedule staff presented; staff said corrected shadow exhibits and any additional comparative modeling will be distributed to the council and posted with the RFP addendum.
