Cleburne adds SUP requirement for new gas stations within part of Henderson Street overlay

The City Council voted to amend the Henderson Street overlay so that proposed new gasoline or diesel passenger‑vehicle filling stations on properties more than 300 feet west of Nolen River Road will require a Specific Use Permit (SUP). Planner Ms. Bergman told the council the overlay — adopted in 2022 to enhance Henderson Street as a key corridor — contains design standards that some gas‑station configurations have difficulty meeting and that the SUP provides an avenue for site‑specific review of access, circulation and compatibility.
Ms. Bergman said the proposed amendment applies only to a portion of the overlay that contains most of the undeveloped land and that no existing gas stations would be made nonconforming. The Planning and Zoning Commission recommended approval 6‑0 the day before; council opened and closed a public hearing with no speakers and then approved the ordinance amendment on motion.
