City staff recommended awarding the pressure-reducing valve replacement and upgrade project to Great Basin Development and Construction, LLC after public bidding. Philip Bowman summarized prior work and funding: "we do have in place $2,000,000 of loan funding from the drinking water state revolving fund," and he said he had proposed adding $300,000 in the FY27 budget from the water enterprise fund, which together would bring funding toward the project budget. Bowman said the responsive low bidder was Great Basin and estimated the total project cost "in the range of about $2,181,000."
Council approved the staff recommendation and authorized issuance of the notice of award; the contract requires the bidder to execute the contract and provide bonds and insurance within 30 days of notice. Staff indicated the executed contract would then be taken to the mayor for signature and that construction support and administration costs are still being finalized.
