Council approves consent agenda; pulls and later approves a conflict item

The City of Cleburne approved its consent agenda covering preliminary and final plats, contract awards, policy renewals and civil‑service pay items after staff and council reviewed the listed items.
During the consent discussion Mayor Scott Kane noted staff had requested one item be pulled as duplicative and Mayor Pro Tem Blake Jones declared a conflict on item 7.11 and temporarily left the dais. Councilmember Oliver Cosby moved to approve the consent agenda (minus item 7.11) and Councilmember John Warren seconded; the motion carried. After addressing the conflict, the council later took up item 7.11; Councilmember Warren moved to approve it, the motion was seconded and the council approved the item on a three‑zero vote with the mayor pro tem recorded as having filed a conflict and abstaining from the room.
Mayor Kane instructed staff to reflect in the record that the mayor pro tem stepped out of the room while the measure was considered. The consent package included multiple planning and infrastructure items and staff said 7.12 was withdrawn as duplicative prior to the vote.
