Bexar County places Veterans Services director on leave; court approves termination and interim appointment

The Bexar County Commissioners Court considered personnel matters affecting the Veterans Service Office in executive session and later voted in open session on a personnel resolution. Following public testimony from veterans, colleagues and family members, the court approved a motion to terminate the executive director and appoint an interim leader.

Family members and veterans spoke at length in open session, urging the court to consider the director's 25-year military service at West Point and contributions to local veteran programs. "When you look at Keith's record, you see nearly 30 years of leadership shaped by service," said Stacy Strasner, the director's sister, asking the court to ensure a fair and complete review of disputed performance documents. Several veterans, including peer-support leaders, said the director's work had expanded satellite service locations and benefits access for local veterans. Jim Bethke, who said he had worked with the director, described him as "a person of integrity, sound character, and deep commitment to the people he serves."

Commissioners said they had discussed confidential personnel matters in executive session under the Texas Government Code and that legal counsel advised the court. After asking staff to preserve confidentiality on investigative details, the court held a vote on a personnel motion; the motion to terminate and appoint an interim director carried. Commissioners said they recognize the community's appreciation for veterans services and directed staff to ensure continuity of programs that serve veterans while personnel and legal processes move forward.
