Commissioners approve 10-year, 100% tax abatement package to support proposed Toyota $2B expansion

Deborah Carter, Bexar County director of economic development, told the court the project would double the plant's capacity and bring a major capital investment and new jobs. ‘‘This project is a $2,000,000,000 project...2,000 new jobs with a base hourly wage of $20.18,’’ she said, summarizing the company's proposal and the county's recommended incentives. Sarah Rush of Greater SATX and Frank Voss, representing Toyota Texas, described the plant's regional supplier network and long-term local presence; Rush said the proposal would leverage more supplier employment and training investments.
Commissioners praised the partnership between county staff, the city, and state partners and emphasized infrastructure and workforce investments needed to support the expansion. Commissioner Clay Flores, who moved the motion, and others noted work on road and utility improvements and local workforce pipelines. Judge Peter Sakai said staff and regional partners had worked to assemble the package and the court approved the combined items by voice vote. The agreement includes a skills-development grant calculated at $1,000 per new job for up to 250 positions, conditional on creation and timely filling of those jobs.
