The Bellbrook City Council adopted Resolution 2026‑R‑10 authorizing the city manager to solicit proposals from qualified firms to study, design and install a filtration system at the city’s water production facility to address PFAS.
City Manager Rob described the resolution as the step that allows staff to form an initial consultant team and create an RFP: "This resolution...allows us to begin the process of creating...an efficient RFP and bidding process," he said, noting the city expects it will take about six months to develop the RFP and substantially longer for full design and construction. Councilor Forrest Greenwood summarized the Public Service Committee briefing that two treatment technologies will be evaluated — membrane filtration (likely preferred) and ion exchange — and that federal and state requirements mandate a treatment process be operational before the end of 2029.
Greenwood said staff will pursue financing through the Ohio EPA's DEFA program and that the PFAS project will likely be the largest capital project in the city's history. The committee also recommended issuing a separate RFP for water main replacement planning and discussed creating a water project manager position funded through the water fund to oversee PFAS implementation, construction inspections and regulatory compliance. Council voted to authorize RFP solicitation and begin the procurement and planning work under the resolution.
