Council adopts amendment to water code to tie return/check fees to bank costs

City Manager Rob said Ordinance 2026-O-04 amends Chapter 10.42 (water) of the Bellbrook Code of Ordinances to make two clarifying changes: align turn-off fees and make returned-check and bank fees reflect current bank charges rather than a fixed amount. "As those change, if we're in a situation where we could potentially have to cover the cost of someone's return check fee because the ordinance only provides a limited amount," Rob explained, the amendment would allow the city to recover the bank's current charge.
Council members framed the amendment as an administrative fix that does not change water rates. "Just to clarify for people, this is just basically to make ourselves whole," one council member said. The public hearing produced no speakers and the ordinance was adopted by unanimous vote among members present.
