Council rejects all bids for animal-shelter renovation; staff to reissue RFB

The council approved a staff request to reject all bids received in response to RFB 2026-17 for the renovation of the Bedford Animal Shelter and directed staff to reissue the bid with revised evaluation criteria.
City Manager Andrea Roy told council the bids came within original estimates, but staff prefers to emphasize quality and contractor experience rather than awarding strictly on cost. "We're extremely confident that we will get interested parties back in, that will give us the flexibility to value the criteria, and put cost a little bit... not on the forefront of the priority," Roy said. She said staff will reissue the solicitation immediately and expects to bring a contract recommendation next month.
Council moved and seconded to reject all bids and approved the action unanimously. Staff said the delay should be slight and that the city intends to adjust evaluation criteria to obtain a better mix of cost and experience.
