New laws set decal enforcement, delivery rules and product labeling changes

Jake Shuford, legislative and regulatory manager at the Cannabis Control Authority, briefed council members on two recently enacted bills and how they will affect CCA oversight.
"SB 543... add a decal requirement for any store that is selling cannabis products, and that decal will allow consumers to scan the decal and, confirm that the store is in fact licensed by the CCA," Jake Shuford said, describing the enforcement bill. He added that SB 543 gives the CCA new enforcement authorities including civil penalties and the ability to seize unlawful products, and that an appeals process is included.
On HB 391, Shuford said the medical operations bill revised expiration dating so products without stability testing can only have up to a 12-month expiration and the clock now begins on the date of testing rather than product registration. He also said the bill defines a marijuana delivery operator license, allows delivery to businesses with carve-outs for public places, and separates product types into inhalable, topical and edible categories to improve labeling clarity.
Why it matters: The statutes change both enforcement tools available to regulators and operational requirements for products and delivery, and they shape the regulatory work the council must review before retail adult-use sales begin.
