Council approves consent items, PID hearing, water‑tank design contract and P&Z appointment

Council approved the consent agenda items 6a–d by unanimous vote. After pulling item 6e for discussion, the council approved a resolution to determine estimated costs for certain Shirley Tract improvements, directed staff to publish and mail required notices, and set a public hearing for May 26, 2026.
The council also unanimously approved proceeding with a design agreement (Freese and Nichols) for a 3,000,000‑gallon elevated storage tank and received briefing that staff will pursue a Texas Water Development Board grant to support construction. In addition, the council appointed Scott Gentry to fill a vacancy on the Planning & Zoning Commission; the appointment passed unanimously. The Discount Tire SUP vote (item 7a) passed on a 6–1 recorded vote earlier in the meeting.
