Council approves design contract recommendation for 3,000,000‑gallon elevated water tank; staff will seek TWDB grant

City Engineer Kevin Bates presented a recommendation to enter into an agreement with Freese and Nichols in an amount not to exceed $902,725 for engineering design of a 3,000,000-gallon composite elevated storage tank to be sited off FM 2862 near Shirley development and Rosemont Shirley Elementary. Bates said the design contract includes piping, appurtenances and site improvements and that staff will use the design work to support a grant application to the Texas Water Development Board.
Bates said the elevated tank is needed to meet Texas Commission on Environmental Quality minimum elevated capacity requirements and to provide system pressure and fire flow. "TCEQ ... requires a water system like ours to have a minimum of 200 gallons of elevated capacity per connection," Bates said, explaining the project will scale system capacity and maintain pumping efficiency. The council approved the contract recommendation unanimously.
