Council to amend FY24/25 appropriations after audit shows higher departmental actuals

Council and finance staff discussed audit draft figures showing several departments over their adopted appropriations. Finance staff noted that governmental accounting (GASB) requires noncash items like depreciation and amortization to appear in the comprehensive annual financial report; after excluding noncash items, staff still found material overages in Police and other departments and recommended a budget 'true‑up' by ordinance to align appropriations with audited actuals.
Mayor Stanley said he would not accept final audit acceptance without appropriations that reflect actual spending: "If you thought you're going to spend 66 and you spent 71, you amend the budget and you have to appropriate that $5,000,000 so that he could have spent it," he said. Legal counsel and the city secretary advised that budget ordinances require two readings; staff said their plan is to prepare an amendment and submit it with the auditor's final numbers so council can adopt the ordinance and then accept the audit at the next meeting. The audit-related amendment the city will present includes reconciliations for general fund departments and enterprise (utility) funds.
