TIF board approves 2025–26 budget requests including $250,000 turf and funds for square maintenance

The TIF Board No. 1 voted unanimously on July 30 to forward proposed additional budget requests for 2025–26. Staff requested ongoing square maintenance funding of $75,000 per year and a one-time $250,000 capital expense to replace the central grass area with artificial turf; staff said the turf is expected to last five to seven years and that the city will budget for periodic replacement.
Chief Financial Officer Matt Watson explained these larger items are one-time draws on fund balance and that long-term projections foresee fund balance drawdowns for such capital projects but remain manageable. Nancy Tennell described plans for a seasonal, real-ice skating rink and said ticket sales would be deposited to the general fund and advertising for rink walls could help offset costs. In a voice vote the chair announced the motion "passes unanimously."
