Downtown Garland revitalization program reports more than $1 million in reinvestment this year

Staff told the TIF Board No. 1 that revitalization activity in Downtown Garland has generated over $1,000,000 in matching reinvestment in 2025, with projects from façade work to full remodels and several businesses nearing completion, including Taco e Vino.
Nancy Tennell, downtown development business manager and TIF 1 staff liaison, told the board the revitalization program has produced substantial private reinvestment this year. "That's over 1000000 dollars of reinvestment happening in our downtown this year alone," she said, and staff listed completed and near-complete projects including Jimmy Wallace, Scoop and Boba, Epiphany Gallery and Roach Feed & Seed.
Nancy described program history and boundaries for the downtown historic subdistrict, noting the program began in 2020 (originally façade-only) and expanded in 2022 to allow interior work. She identified the review committee and consultant—"the historical consultant we most often work with is Justin Kurtzinger"—and said applicants receive two free consultations and guidance to maintain historical integrity while modernizing buildings.
