Council adopts zoning definition for donation collection centers, prohibits retail sales on site

City staff explained a proposed amendment to the comprehensive zoning ordinance to add a definition and specific regulations for a "donation collection center," a staffed facility for collecting and temporarily storing clothing, household goods, shoes, textiles and similar items for redistribution, resale or recycling. Planner Mr. Morgan said the text will not allow retail sales on the property and will require conditional-use permits and site-plan review in general retail, commercial and light-industrial districts.
Mr. Morgan told council the planning-and-zoning commission recommended approval and stressed that outside storage and loading areas must be shown on site plans and screened from public view. The mayor opened and closed a public hearing with no speakers, and Councilmember Traylor moved to approve the ordinance; the motion passed. Staff recorded the ordinance in the public record (transcript wording: "ordinance number 20 six-fifteen"), and council assigned the amendment for publication and effective-date processing.
